Ever since the first Kerbal landed on Minmus, ideas for expansion into the final frontier have been thought of. However, to prevent the exploitation of space, agreements have been made.

This Treaty is to never expire, nor be tarnished by those who sign. Furthermore, additions to this treaty, which do not violate the following, can be amended into, or along side this treaty. If this criteria is obliged, then amendments can go through. Criteria can be sustained and added through a formal agreement of all parties. However, they must not tarnish pre-existing criteria, and must add for the benefit.
Criteria:
Must not tarnish pre-existing statues of the treaty
Must be for the benefit of all
Must be agreed apon majority
Must be signed off by the head of the International Space Committee
Must never state, or introduce an idea of the ability to tarnish the treaty
Must not be bias or one-sided
Must not allow for the exploitation of space.
To promote the freedom of those whom venture into the cosmos, no country shall claim land as their own territory, nor shall the land be used for large scale commercial use. A case of large scale use would include the exploitation of a celestial bodies' resources for the open market and production of materials. However, allowed practices include small scale production, such as items that are to promote the further exploration of space.
Allowed Criteria:
Refuel stations for exploratory ships that have no purpose in claiming land
Ecumene in which land is not claimed by a government, but civil obedience is followed.
The colonization of a land for which scientific purposes prevail, not governmental nor militaristic.
The creation of a local governing body that is independent from other nations. This local governing body must not be larger than 2.5 kilometer out from where the center of the governing body exists. The governing body has no right to create laws that do not follow the mentioned criteria in Article 1. However, they have the right to enforce all laws provided in Article 3. Furthermore, a local governing body must be registered within the International Space Committee's records.
A Space Port can be claimed by a local governing body, and has the right of ownership to it. This means, they can allow or deny use and access of it. A decision is made by the local governing body if another entity can use it. A max distance of 10 kilometers to each spaceport claims is valid, more is to be considered by the International Space Committee.
Under a threat of attack or disturbance, a militia may be allowed to protect the common people.
A Militia may not be over 10,000 people, or cost over 125k
You may not go over this, and if you do, Restrictions on space travel toward that group will be imposed, and an "Interspacial" group of defenders will be altered to the area for peace keeping. This makes planetary invasions impossible.
Unallowed Criteria:
Use of space/land for militaristic purposes
The colonization of a celestial body in which territorial expansion is prompted from a nation.
The creation of a nation on another celestial body.
The exploitation of a Celestial body for wide scale manufacturing and economic gain of a nation that is/is not related to it.
The creation of a civilization for the sole purpose of influencing the outcomes of Interplanetary Politics.
As mentioned in Article 2, a government in which has a sole purpose of governing a civilization on a celestial body must follow and enforce rules and laws. They are allowed to create laws, however, these laws must follow the criteria established in Article 1, along with approval through the International Space Committee.
Laws:
The Murder of a Kerbal shall result in the Murderer being banished from the civilization.
The only law enforcement lies within the people.
The governing body is responsible for all actions that occur within the civilization
Practice basic Kerbal rights
There shall be a council of members who make up the local government. at least 6 representatives shall make it up at a time, and they are to vote on solutions to problems. If the vote is successful, then they are to ratify it through the popular vote. If that gets approved, then the International Space Committee is to review the results and give approval for further action.
If crime is to be committed, the people shall decide on what the best punishment is
The Freedom of Speech, Press, Assembly, Religion, and Petition are vital and are allowed.
Laws can be added through following the criteria in which Article 1 and Article 2 present.
Basic Kerbal Rights:
Freedom of Speech, Press, Religion, Assembly, and Petition
Life, Liberty, and the pursuit of Happiness.
Access to resources vital to life
Access to transportation back to their home of origin, or anyplace for the matter issued. Must be provided by the governing body.
These rights are to never be taken away from anybody.
The only allowed removal of these rights are if a person takes them away from someone else unjustly. Unjustly includes: Murder, Crime, Intentional Blockage without moral standing.
Terraformation, also known as the process of changing a planet to become habitable, is currently a popular practice among many prevalent space programs, such as N.S.P., Kerbal Mechanical Labs, and Leviathan Flightworks. However, concerns regarding the future of our natural planets are rising, such as will we have a solar system of natural, unique planets that have not been artificially made by Kerbals? To answer this question, a limit of what can, and cannot be terraformed have been set in accordance with all nations that associate with the International Space Committee.

Laythe Terraformation
Kerbin Terraformation
Eve Teraformation
Duna Terraformation
Select Kcalbeloh System Planets
Unallowed:
All other Celestial Bodies that are not in the allowed section.
If this is to not be followed, then those who signed the following treaty have the right to defend the celestial bodies.
Rules:
All rules are derived from Articles 1, 2, and 3. These ALL must be followed to issue safety Basic Kerbal Rights can be delivered to each and everyone regarding the exploration of Space.
